consequently the Civil Service

It appears under these circumstances to the Major General desirable, that the Expense should in the first instance, fall upon the
very
Civil Government, with whatever Department it may ultimately rest.
At the same time it is of great importance to the Major General that the grounds of the measure should be made fully apparent to the Commander in Chief at home, and he will feel therefore much obliged if His Excellency will cause a letter to be written to him, placing His Excellency's wishes and the necessities
of the Colony on record, in order that the Major General may stand absolved in the Eye of his military superiors for any departure from the prescribed Regulations.
